During the rush hours in Bengaluru, requests by commuters over 40% were not completed as calculated by Uber Data Scientist Team. This was the highest among any other city in India. Whereas, Hyderabad had an 80% rate of fulfilling ride requests.
Karnataka Transport department directed popular cab aggregators Ola and Uber to withdraw its carpooling services but the drivers complained that the services were still on, they also mentioned that these cab aggregators were threatening their drivers either to provide carpool services or incur fines.
While Bengaluru is framed for its poor traffic management system, Uber blamed the Karnataka Government for de-incentivizing its drivers with poor policies. Cab aggregators such as Uber runs on a flexible demand-supply based pricing model, varying according to traffic, cab availability, rider demand, etc.
Karnataka government has disallowed the app-based service to charge riders much more than 2X surge in addition to duration based fares.
Head of India and South Asia Prabhjeet Singh, elaborated upon this allegation saying,” for a vehicle which costs INR(5-10lakhs) which is bulk of the fleet, more than Rs 24/km GST cannot be charged. Secondly, the time component is also not a variable.. From driver’s perspective, the compensation they are getting during the peak hours is not adequate as there is more fuel expenditure and more time is being spent.”
“So, for example, Even if the customer is willing to pay more but Uber cannot charge more than Rs 100 for a 4km ride. This results in an average 15-18 percent lower income for a driver in Bengaluru compared to any other driver doing the same hours of work in any other city. The low availability of CNG in Bengaluru causes the cost of operations to increase as compared to other cities,” he added. Share rides and carpooling apps are widely used by IT employees in Bengaluru but it has been banned because as per the guidelines of Karnataka Transport Department services such as cab aggregators Uber and Ola belong to the agreement carriage permits,
Hence they cannot pick and drop passengers during the ride as it is only for point-to-point pickup and drop whereas, only the vehicles with state carriage permits such as public buses are allowed to pick-up and drop at multiple points.
Carpooling in the city has been banned and the waiting time has been increased to 15-20 minutes for taxis in Bengaluru. However, reports show that this activity is still being continued by the aggregators.
